- 4. Concerted Action Energy Performance of Buildings Directive (EPBD-CA)

- A joint initiative of the EU Member States and the European Commission, the Concerted Action EPBD was launched in 2005. It involves those representatives of national ministries or their affiliated institutions charged with preparing the technical, legal and administrative framework for the Energy Performance of Buildings Directive (2002/91/EC) in each country. The original Concerted Action EPBD came to a close in June 2007, but a second phase running until 2010 was launched later in the same year. It is organised around meetings between national teams, regularly bringing together over 100 participants from 29 countries. It is accompanied by other measures to enhance communication, including a web platform and national update reports.

- The European IPPC Bureau is an action of the Competitiveness and Sustainability Unit of the Institute for Prospective Technological Studies (IPTS). The IPTS is one of the seven scientific institutes of the European Commission's Joint Research Centre (JRC). The European Integrated Pollution Prevention and Control (IPPC) Bureau was set up to organise an exchange of information between Member States and industry on Best Available Techniques (BAT), associated monitoring and developments in them. The European IPPC Bureau is an output oriented team which produces reference documents on Best Available Techniques, called BREFs. BREFs are the main reference documents used by competent authorities in Member States when issuing operating permits for the installations that represent a significant pollution potential in Europe. There are about 50000 of these installations in Europe. In the international context, the European information exchange on best available techniques is considered to be an EU contribution to the global process initiated in 2002 at the World Summit on Sustainable Development so that non-EU countries can also reap the benefits of this ambitious work.

- As a partial equilibrium model for the European Union energy markets, PRIMES is used for forecasting, scenario construction and policy impact analysis up to the year 2030. It simulates a market equilibrium for energy demand and supply within the European Union and it focuses on market-related mechanisms influencing the evolution of demand and supply. PRIMES is used mainly in the field of energy and environmental policy to analyse, for example, impacts of carbon emission trading and of renewable and energy efficiency policies on energy markets within each of the 27 Member States.

A bottleneck that is particularly hard to tackle is the issue of acceptance. RES projects may affect local communities, and therefore invoke a reaction, one which is usually against the project in that specific location. REShare gives insight in how various methods of Benefit Sharing Mechanisms (BSM) can be applied to create a basis of acceptance in local communities.
